A new draft bill was published on July 15, 2025. Any opinion regarding that draft had to be sent to the Ministery before September 5. As of January 31, 2004, the new bill has not yet been introduced in parliament. The draft is very similar to one introduced before, as the only major difference is that a chapter dealing with civil rights aspects of the law, has been added to the explanatory memorandum. The draft bill was not slimmed down to include only those provisions needed for the implementation of the directive. The preliminary hearing did not seem to have been broadened to new parties.
