The proposed legislation to legally protect copy protection systems conflicts with the levy system in many European countries.

In the Netherlands the proceeds for levies are distributed among the artist whose works are legally copied under the "home copying" rules. Since protected content cannot be legally copied anymore, I think artists who distribute there materials on protected media should be excluded from these proceeds.

Also, the height of these levies should be reduced to reflect the changed rules. Note that the levies where never intended to pay for illegal copies.
